According to Salon, U.S. corporations "swarm to tax-free Delaware like flies to honey." It may come as a surprise, but now the state is stuck with a $52 million budget deficit.

The state legislators, though, are stuck so deep in the pockets of these corporations that they won't raise taxes or join the "combined reporting" solution 15 other states (including California) are pushing. The courts are forced to find alternative sources of income. One suggestion by the chief justice: asking for corporate donations.
